Revised project design concept and methodology - D1.1

The purpose of this deliverable is to review and provide more detail for the design concept and methodology of the Beep project. This includes undertaking any necessary adjustments in the light of changing circumstances since the project was contracted and work begun. Document available to download as a zipped pdf file. Survey and review of case study resources - D2-1

The purpose of this deliverable is, by reporting on the work of WP 2 (case study resources), to examine the types of case studies and case databases in the areas relevant to the four Beep domains which could be included, after possible updating (in WP 4 - case study updating and coding), in the Beep knowledge base.

The overall conclusion of the review of case study resources for Beep presented in this deliverable is very positive. There seems to be a great number of relevant cases with a good spread in terms of geography, scale and level, and of type of case. There needs to be extra effort put into obtaining suitable cases from southern Europe and especially France, as well as some of the smaller European countries, but there is strong evidence that such cases exist. In addition, access has already been secured to a number of suitable non-European OECD country cases (especially from North America) which will add a valuable global dimension to the services Beep can offer, and which should provide up to 10% of total cases. As a result of this case resources survey, it is confidently expected that Beep will be able to process at least 300 relevant "best practice" cases before project termination.Document available to download as a zipped pdf file. Dissemination and exploitation plan 1 - D9-2

The purpose of WP 9 is to disseminate the results of the project to all relevant users and other stakeholders as well as to lay the foundation for an ongoing and self-sustaining service after the project terminates. This deliverable describes how this will be achieved examining the different types of target groups which are likely to have an interest in BEEP.

There are four components that need to be taken into account when disseminating a project like BEEP: content, interpretation of content, delivery mechanisms and target groups.

The current BEEP dissemination strategy and initiatives are also described, including details for the next six months. Thus the roles of the BEEP website, the BEEP brochure, BEEP publications, and interactive tools, are provided in relation to specific dissemination initiatives in terms of:

A key aspect of the dissemination plan is to accumulate feedback from the target groups, and ascertain the requirements for ongoing sustainability after the project is finished. download as a zipped pdf file. (225kb)


Project Brochure D9-3

The project presentation provides a short description of project objectives and goals, approach and expected results, as well as the participants in the project.

It is intended for wide use by the Beep project team and the Commission, but will need to be updated on a regular basis in order to reflect the progress of work. download as a zipped pdf file. (35 kb)


Analysis and specification of indicators D3-1

The purpose of this workpackage is to specify a large number of indicators relevant to the four eEurope domains of the Beep project. These indicators relate to critical success factors and - on the next higher level - to domain objectives which have been defined as part of the domain descriptions in workpackage 2.
Many of these indicators have been initially tested in pilot cases during July and August. Five cases in each of the four domains have been coded. The deliverable reports about the results of this piloting and the conclusions that have been drawn and implemented in form of a revised definition of indicators. It is important to note that the indicators - after completion of this deliverable - are not "final", but that further revisions and/or additions are still likely. Those methodological issues which need particularly to be discussed and decided during the coming stages of the Beep project are described in one a special chapter of this deliverable.
The introduction to this report offers some theoretical background about "benchmarking" concepts and describes how this tool is applied in the Beep context. The report also contains a synopsis of recent initiatives addressing the need for innovative information society indicators at the official statistical offices and organisations in Europe. The main part of the deliverable is a table with definitions of the initial Beep indicators used in the four domains, and with comments about their rationale.

Report on case coding and updating D4-1

This report (D4.1) provides an overview of the status of case collection and coding per each of the eEurope four domains addressed by the Beep project. The overall target of collecting about 300 cases is achieved, although case issuing and coding are still underway for a number of cases

Per each Domain a Matrix has been developed, where each case - in progress or completed - is coded according to the relevant objectives/key factors and the status of analysis/coding at September 7, 2002. It is possible to draw out these matrix from the database, when all cases will be entered.

An offline survey of the Beep cases is provided here by the Book of abstracts, that has been edited per each Domain, presenting the profiles of the completed or in progress cases. The abstracts' template is a reduced version of the Executive Summary template, to be filled when coding the case in the database.

Interim Report (1) D11-1

This is the first annual review report of the Beep project. It reviews in detail the status of Beep's technical work, including points explicitly raised by the project reviewers in September 2001.

The report has nine sections which together provide a synopsis of Beep's methodology, a detailed description, structure and justification for each of Beep's four domains, a full report on the Beep Project Meeting held in Brussels in December 2001 and an overview of dissemination activities. In addition, a brief summary of work done in relation to the project timescale is provided in order to provide a framework of reference for the rest of the report.

Interim Report (2) D11-2

This deliverable is the second annual review report of the Beep project. It reviews in detail the status of Beep's methodological and technical work during Year 2 of the project, including the points explicitly raised by the Reviewers at the Second Review of the project on 20 September 2002, including:
* steps to enhance the quality of the case material within the database
* steps to obtain user validation for the knowledge system
* provisional results from the socio-economic analysis

Whereas the first report reflected work in Year 1 in researching and developing Beep's conceptual framework and methodology, this second report focuses on Year 2 during which this was operationalised and the Beep Knowledge System launched and enhanced, and then interrogated to extract socio-economic good practice lessons. This second year report also considers in detail the results of user testing and dissemination and exploitation issues as the project approaches termination of Commission support in July 2003.

Initial database definition and set-up D5.1

The main deliverable is a preliminary database prototype for further internal testing and adjusting by the Beep Project Team in preparation for data coding and input as part of WP 4 starting in September 2001. As work on WP 4 progresses, the database will be adapted and refined on an on-going basis to respond to problems and new opportunities as these arise. The next release outside the Beep project of the database will be as deliverable D5.2 in July 2002, with the final release scheduled as D5.3 at the end of the project in July 2003.
The database prototype is available for on-line inspection by legitimate applicants and for use by the Beep Team as described above.

Initial tools release and summary report D6.1

This report is accompanied by the issue of a new and updated version of Beep’s database prototype including input tools to be used by the Beep team. This represents work conducted since the initial database prototype launched in August 2001 (as D5.1), and specifically the outcome of a Beep project team meeting on 24-25 September 2001 as well as the results of the project review conducted on 20 September 2001.

Evaluation Report (1) D10-1

The purpose of this deliverable is to present the first evaluation report for the BEEP project. Workpackage 10 - Assessment and Evaluation, is responsible for the evaluation of the BEEP project. The evaluation takes place continuously throughout the life of the project at regular intervals. The period of the project that this report relates to is the first 5 months of the project from February 2001 to June 2001.
The deliverable presents the report sent to the Advisory Panel, their response, and the project's reply to particular comments made by the panel members.

Final project report D11.3

This deliverable is the final report of the project made available as a public document which covers the whole project period from February 2001 to July 2003.

Its purpose is to provide an overview of the Beep consortium, project objectives and methodology. It also focuses on the project’s main results, particularly the good practice syntheses arising out of an in-depth analysis of many of the over 270 cases in the Beep knowledge system.

Report on eBest practice in NAS D12-1 (DRAFT) - October 6, 2003

The purpose of this deliverable is to present a review and analysis of the NAS cases incorporated into Beep and examine these in contrast to the EU cases.
The policy background in terms of the eEurope+ initiative is first examined. Then attention is turned to the cases in the Beep knowledge base and what these can tell us. This includes both an analysis of case characteristics and a review of cases which incorporates the main lessons drawn from the NAS cases with examples where this is helpful.
Finally, two annexes are appended which, respectively, describe the Beep NAS partners and lists the NAS cases currently in the Beep knowledge base.
